By sheer coincidence I even managed to track down the doujinshi it’s from while looking for the artist I thought I remembered!

Lunakinesis is the power to create, shape and manipulate all aspects of a moon/moons, including its gravity and the effects it has on the planet, reflective surface, time-keeping and its use of lunar energy. Those that wield this power can also absorb moonlight and energy and then re-release it in the form of huge rays of pure lunar energy that can knock over or even obliterate dozens of targets. They can also turn that same energy into different forms and objects of varying detail, permanence and realism. These constructs can range from simple shapes and images, to individual elements, substances and materials, as well as functional items such as tools and weapons, to more complex creations such as living or non-living entities. Over time though this power can grow to the point where the wielder will be able to control the moon’s gravity. However just like the power Heliokinesis, they must be able to control their emotions as affecting the moon’s gravity could have catastrophic consequences to all living things on Earth.
